Tribal Transportation Program Coordinating Committee (PCC) Updates – Presenter: Jacque Hostler-Carmesin, Vice Chair, PCC
The Tribal Transportation Program Coordinating Committee is the recommending committee (25 CFR 170.135) established by federal regulations, to provide input and recommendations to the Bureau of Indian Affairs (BIA) and Federal Highway Administration (FHWA) concerning the Tribal Transportation Program as detailed in Title 23 U.S.C. 202. The committee consists of 24 Tribal regional representative (two from each BIA region).

Sustainable Pavement Program – Feb. 17, 2021
This webinar will bring awareness to FHWA’s Sustainable Pavements Program. New Program Review Effort

Tribes may now apply to the BIA Indian Highway Safety Program for funding of a staff position to focus on traffic safety. A Highway Safety Specialist position could help the Tribe implement the transportation safety plan, organize community outreach, process crash data, and other duties related to highway safety. Tribal employees who have held similar positions will share about their experience as a highway safety specialist during a webinar on March 15, 2023 at 11:00 am – 12:30pm Pacific Time / 2:00 pm – 3:30 pm Eastern.

The purpose of the webinar is to announce the publication in the Federal Register of the TTFBP Notice of Proposed Rulemaking (NPRM) and to discuss some of the proposed amendments in 23 CFR part 661 since the last update in 2008. Also, to inform the Tribes on the upcoming three Tribal consultations; the dates and locations.
The proposed rule would update the existing Tribal Transportation Program Bridge Program, formerly known as the Indian Reservation Road (IRR) Bridge Program, by renaming it the Tribal Transportation Facility Bridge Program (TTFBP) to comply with the changes made in the Moving Ahead for Progress in the 21st Century Act (MAP-21), carried on through the Fixing America’s Surface Transportation (FAST) Act, and the recent changes made by the Bipartisan Infrastructure Law (BIL), enacted as the Infrastructure Investment and Jobs Act (IIJA).
The CFI Discretionary Grant Program team will provide outreach to Tribal applicants that are interested in this program. The program is currently accepting applications and the closing date for applications is May 30, 2023.
The Charging and Fueling Infrastructure Discretionary Grant Program (CFI Program) is a new competitive grant program created by President Biden's Bipartisan Infrastructure Law to strategically deploy publicly accessible electric vehicle charging and alternative fueling infrastructure in the places people live and work – urban and rural areas alike – in addition to along designated Alternative Fuel Corridors (AFCs)

Speeding - traveling too fast for conditions or exceeding the posted speed limits - is a contributing factor in 26 percent of all fatalities. In 2020, there were 38,824 fatalities on our Nation's roadways, of which 11,258 were speeding-related - increased by 17 percent from the previous year. Speeding is a safety concern on all roads and for all road users. Although much of the public concern about speeding has been focused on high-speed Interstates, only 14 percent (1,344) occurred on interstate highways, rural and urban combined, while 86 percent of speeding-related fatalities occurred on non-interstate roadways. Speeding is a complex issue involving engineering, driving behavior, education, and enforcement. FHWA is the lead agency accountable for the engineering actions.

Funded by the Federal Lands Highway Division (FLH) of the Federal Highway Administration (FHWA), the purpose of this research project is to document and evaluate the integration of project planning and data sharing into transportation planning practices and processes within public land settings. The report highlights the importance of collaboration between transportation system owners and the need to establish clear roles, responsibilities, and feedback mechanisms to ensure effective implementation of these partnerships.
While the benefits of data sharing are clear and numerous, there are several barriers to coordination and little information or guidance on how to partner across public lands and transportation agencies. The deliverables from this research have begun to address the lack of guidance and provide information on how to overcome the barriers. The case studies in Appendix 1 provide examples of successful planning and data sharing partnerships for others to learn from. The case studies and Technical Research Panel helped the project team identify information gaps that were developed into functional tools, listed in the table below. The final toolkit contains these 11 tools that cover data governance, data types, and implementation work plans to support long-lasting partnerships.
