Developed through a collaborative partnership between the Federal Highway Administration (FHWA) and the Bureau of Indian Affairs (BIA), e-TTIP will be a modern, web-based platform available to all Tribes for developing, managing, reviewing, and approving Tribal Transportation Improvement Programs (TTIPs). By streamlining planning processes, improving collaboration, and providing a centralized system for project management, e-TTIP will help Tribal communities efficiently plan and deliver transportation investments that support their priorities and long-term goals.

Preparing for e-TTIP
e-TTIP is being developed and implemented in collaboration with Tribal transportation stakeholders to support a successful transition to a modernized TTIP management platform. e-TTIP is a new, secure, web-based system that will modernize how TTIPs are developed, submitted, and managed in one unified platform. The
benefits of e-TTIP include:
- A single, centralized system for TTIPs

e-TTIP will replace multiple legacy tools and processes, consolidating them into a single system. It
will replace or consolidate:
- FHWA TTIP template
- BIA Control Schedule Transportation Improvement Program (CSTIP)
- Other legacy or standalone TTIP tracking tools
Both the FHWA TTIP Template v4 and CSTIPs will be phased out after e-TTIP is fully
implemented. Tribes will receive advance notice, training, and support before any transition is
finalized. Coordination with ITIMS will continue during transition. Any integration or process
changes will be communicated through BIA in advance to avoid disruption.
Where feasible, legacy data migration will be supported to reduce duplication of effort. Details on
what data will transfer and what may require user input will be provided prior to launch.
Tribal governments, Tribal transportation staff, consultants, FHWA and BIA program staff and
partners involved in TTIP coordination and review.
Users will access e-TTIP through a secure, web-based portal using approved user credentials. Accessing e-TTIP will require:
- Internet User registration
- Identity verification consistent with federal system standards
- Role-based permissions
Final access procedures will be provided prior to launch.

This transition supports long-standing modernization goals and responds to user feedback on the
need for a more streamlined and accessible system available to all Tribes.
Implementation will occur in phases starting in 2026 including early outreach, training, system
rollout, and post-launch support. Specific dates will be shared through formal communications. Planned transition activities will be communicated in advance to minimize disruption and ensure
continuity of operations.
Training will begin in 2026 prior to system launch and continue through and after implementation,
including refresher sessions and ongoing support. Training will include:
- Training sessions and webinars
- User guides, FAQs, and recorded demonstrations
- Live office hours and ongoing technical support
Feedback will be collected through surveys, training sessions, and direct user engagement to
support continuous improvement.
Updates will be shared through multiple channels, including:
- Formal letters from FHWA and BIA leadership

Yes, there will be a publicly accessible website showing approved TTIPs.
Reporting requirements are expected to become more standardized and streamlined, but core statutory requirements will remain unchanged. Specific reporting guidance will be provided during training. For more information, see 23 U.S.C. 201-202 and 25 CFR Part 170.
Potential challenges could include learning a new system, adjusting workflows, and adapting to new
processes. These will be addressed through training, clear timelines, advance notice, and ongoing support. A structured support and escalation process will be in place, including regional support and
centralized technical help.
Users will be able to contact FHWA/BIA regional points of contact. A centralized help structure and
contact list will be provided prior to launch.
