Safety Reports to Congress

The Fixing America's Surface Transportation Act (FAST) Section 1117, passed in December 2015, directs the Secretary of Transportation to complete two reports. The Tribal Transportation Safety Management System Steering Committee is involved in the development of both reports. Safety Data Quality, Sharing, and Use

On May 24, 2017, the Federal Highway Administration published a report to Congress titled "Tribal Governments and Safety Data".

This report to Congress contains several recommendations to help improve the quality and availability of safety data in Tribal areas. Improvements in the collection of traffic safety data would allow for tailored programs and projects aimed at reducing vehicular and pedestrian fatalities and injuries. A major recommendation is for Tribal governments to conduct traffic records assessments to evaluate the benefits of improved crash data collection, sharing, and use. Guidelines for conducting such assessments can be found in the National Cooperative Highway Research Project Report 788.

Options for Improving Transportation Safety in Tribal Areas

A study and report to Congress were required by the FAST Act Section 1117(c).

The Tribal Transportation Safety Management System Steering Committee conducted the study required for this report and published findings in the Tribal Transportation Strategic Safety Plan (August 2017). The plan provides analysis of existing safety data and highlights contributing factors involved in crashes in Tribal areas. Further, the plan provides strategies and resources that can be used by Tribal governments to address these topics.

The safety plan informed the Report to Congress: Options for Improving Transportation Safety in Tribal Areas. The report was signed by Secretary of Transportation Elaine L. Chao on January 22, 2018.
