Performance Measure: Number of Fatalities. For this measure, the target reported in the HSIP Annual Report for FHWA should equal the target reported in the Highway Safety Plan for NHTSA. The MPO target for this measure should support the state target OR establish an MPO-specific target.

Performance Measure: Rate of Fatalities per 100 Million VMT. For this measure, the target reported in the HSIP Annual Report for FHWA should equal the target reported in the Highway Safety Plan for NHTSA.
