Course Credits & Transcripts
Many of the National Highway Institute's (NHI) courses are eligible for Continuing Education Units (CEUs) and Professional Development Hours (PDHs)—valuable credentials for transportation professionals. Read below to learn how to earn and track your credits.
Continuing Education Units (CEUs)
NHI is an accredited provider of CEUs through the International Accreditors for Continuing Education and Training (IACET). This means the training meets internationally recognized standards for quality adult learning. To become an IACET-authorized provider, organizations must demonstrate their ability to design, develop, and deliver training grounded in adult learning theory and instructional systems design.
Earning CEUs - CEUs are awarded based on the following criteria:
- 1 CEU equals 10 contact hours of instruction.
- You must attend the full course and score at least 70% on the final exam.
Eligible courses are clearly marked in the NHI Course Catalog.
Tracking Your Credits
NHI maintains all CEU records, course transcripts, and certificates of completion in the Blackboard Learning Management System (LMS). You can access and download these records anytime. For your own reference, we also recommend keeping a personal record that includes course names, dates, instructors, and CEUs earned.
Need Support
If you have questions about how to access or upload your records in Blackboard or how to download your course records from the old CMS system, please contact NHI Customer Support at NHICustomerService@dot.gov or call 1-877-558-6873.
State Requirements
Many State Departments of Transportation (DOTs) require bridge inspection team leaders and consultants to complete CEU-eligible NHI training courses. CEUs may also help satisfy continuing education requirements for maintaining a Professional Engineer (PE) license or other credentials.

Professional Development Hours (PDHs)
Some States and organizations use PDHs to track training. While NHI does not issue PDHs directly, some States and organizations allow CEUs to be converted into PDHs. Participants should verify with their agency or licensing board whether CEUs earned through NHI can count toward PDH requirements.
Earning PDHs – PDHs may be awarded based on the following criteria:
- 1 CEU equals 10 PDHs.
- Submit your official transcript, certificate of training, and course agenda to your licensing agency.
- The licensing agency determines approval and conversion of CEUs and/or course hours into PDHs.
- Each agency is responsible for maintaining its own training records.
Access Your Transcript
When you register for a course in Blackboard, you not only can find your transcripts on the platform, but you can also manage Blackboard training history and access course certificates and resources.
