Causey Reservoir Access
The Federal Highway Administration, Central Federal Lands Highway Division (FHWA-CFLHD), in coordination with the U.S. Forest Service (USFS), and the Bureau of Reclamation (BOR) is proposing roadway and drainage improvements to Causey Road, Causey Dam Overlook Road, and Wheat Grass Canyon Road in Weber County, Wyoming. These roads provide access to Weber Memorial Park, Causey Reservoir, a Boy Scout Camp, Skull Crack Overlook and Trailhead, and several private properties.
Causey Road (also known as Forest Route 20139) is a paved, two-lane road that connects State Highway (SR) 39 to Causey Reservoir and intersects with Causey Dam Overlook Road and Wheat Grass Canyon Road at a three-way intersection. Lane widths on Causey Road are approximately 11 feet, and shoulders are unpaved with varying widths. Causey Road crosses Beaver Creek via a box culvert, which is about 50 years old. The existing box culvert is 14 feet by 7 feet and approximately 34 feet long. Wheat Grass Canyon Road (a continuation of Forest Route 20139) is partially paved and partially aggregate surface with two lanes for most of its length (about 1.25 miles total). Travel lanes on Wheat Grass Canyon Road vary between approximately 8 feet and 11-feet-wide with unpaved shoulders of varying widths. Causey Dam Overlook Road (also known as Forest Route 20016) is an unpaved road that crosses Causey Reservoir Dam. Causey Dam Overlook Road is a two-lane road but the bridge over the Causey Dam Spillway is a single lane structure. Causey Dam Overlook Road ties into Skull Crack Road approximately 820 feet south of the dam. Skull Crack Road is an unpaved two-lane road that provides access to an overlook and trailhead, as well as private properties further south. The travel lanes are approximately 10 feet wide with 1-foot shoulders.
The proposed action consists of improvements to Causey Road, Causey Dam Overlook Road, Skull Crack Road, and Wheat Grass Canyon Road. The roads would be widened to have consistent lane widths. Shoulders and ditches would be added in some locations. Improvements to Wheat Grass Canyon Road include the addition of mechanically stabilized earth (MSE) walls to stabilize the slopes adjacent to the roadway. Drainage improvements would consist of replacing culverts or installing new culverts at select locations, rehabilitating ditches, and replacing the box culvert in Beaver Creek and a large culvert on Skull Crack Road. Proposed improvements also include realignment of the three-way intersection between Causey Road, Wheat Grass Canyon Road, and Causey Dam Overlook Road to improve sight distance and geometrics of the intersection. Optional improvements include replacement of the bridge over the Causey Dam Spillway, depending on the availability of funding.
