The intended audience for this paper is public agencies, transportation professionals, IT professionals, and researchers who are interested in finding ways to advance the collection and use of transportation data for use in highway safety analysis. There are potential opportunities for collective data applications in almost every field of transportation. The primary function for collective data applications that the authors describe in this paper are for use by public agencies, particularly local agencies, to cost-effectively collect roadway attribute data in support of their highway safety efforts.
