Successful Practices using PEL in a Collaborative and Integrated Approach to Transportation Decisionmaking

Project Abstract:

Planning and Environment Linkages (PEL) offer opportunities to use planning to mitigate environmental impacts, and offer continuity between planning and environmental processes. The NADO Research Foundation proposes to conduct research on PEL practices that can accelerate project delivery in the rural and small metropolitan regional transportation planning process. Regional transportation planning organizations, and similar agencies, conduct regional, rural transportation planning activities in support of statewide planning and assist their local government partners.

Similar to the work of smaller metropolitan planning organizations, rural agencies’ planning activities often include consulting with local officials, conducting public outreach, developing regional transportation plans, identifying potential projects, and programming projects or requesting consideration for future funding from the state department of transportation. Many of these activities offer opportunities to further integrate PEL. Research will be conducted using multiple approaches, including reviewing literature and transportation planning agencies’ primary source documents, as well as gathering qualitative information from practitioners. This research will be used to build transportation practitioners’ capacity through research based issue briefs and training sessions related to connecting PEL to steps in the rural and small metro planning process and opportunities for interagency collaboration.

Project Outputs:

The NADO Research Foundation proposes to use its research on rural and small metro regional transportation planning processes, and PEL, to develop a mixture of written products, training, and assistance. Through this combination approach, the NADO Research Foundation expects to build the capacity of its constituencies. During the initial 15 month phase, the NADO Research Foundation proposes to complete the following products in order to build capacity to conduct PEL and accelerate project delivery: issue briefs, training, assistance, and communications. 

Project Outcomes/Impact:

The NADO Research Foundation proposes to complete two issue briefs that relate to integrating PEL in specific steps of the regional transportation planning process. The content of issue briefs will include introducing core concepts and their basis in policy (such as NEPA and its application to transportation programs and projects), as well as the importance of the issue of optimizing PEL to accelerate project delivery.
