Interagency Agreement Between Federal Highway Administration and National Renewable Energy Laboratory to Support Implementation of Section 1413 of the FAST Act--Alternative Fuel Corridors Designation
Project Information
National renewable energy laboratory (NREL) support for this project includes updating/refining the analytic process used to analyze nominations, analyzing and comparing data submitted in nominations to the data in their alternative fueling station locator, developing tools for state and local officials to utilize during the nomination process, technical assistance with GIS files and mapping of alternative fuel stations across the country, and developing a plan and method to notify the Federal Highway Administration (FHWA) and States when stations go out of or begin service on designated corridors.
In addition, NREL will also provide credible and timely support to FHWA and State Departments of Transportation (SDOT) through a range of technical assistance and analytic and decision support offerings on developing renewable energy projects in highway rights-of-way and on other State DOT properties. NREL will serve as a technical analysis expert for solar technology and implementation, providing technical knowledge, implementation best practices, lessons learned, and state-specific data and analysis when needed. Assistance can include activities such as: modeling to determine the economic viability of projects, site screening, review of requests for proposals, review of strategic plans, understanding financing options and available incentives, or other types of advice or support.
NREL technical support of FAST Act: Section 1413 Alternative Fuel Corridor Designation includes:
- 2.1 Refining the Analytic Process for Corridor Evaluation.
- 2.2 Establish Website Mapping Capability for Designated Corridors.
- 2.4 Technical Resource/Assistance to Designated Corridors (combined with Subtask 3.2).
- 2.5 Working Group between DOT and DOE Clean Cities.
- 2.6 Ongoing data management and analysis of corridor feasibility.

- Technical assistance to State DOT’s, energy and environmental offices, and other stakeholders on technical aspects and siting of alternative fuel facilities along Interstate corridors.
- Technical assistance to State DOT’s on feasibility and project decisions related to solar PV applications for different use-cases (e.g., on facilities, noise barriers and right of way (ROW)).
The corridor tool will enable state and local governments, along with other stakeholders, to better plan site locations for alternative fuel facilities along the nation’s Interstates. This is especially important for electric vehicle charging infrastructure given the Administration’s emphasis on promoting the use of electric vehicles and the installation of charging infrastructure.
