Incorporating Decision Making Under Deep Uncertainty (DMDU) Approaches in Transportation Planning Activities: A Pilot Study

The deep uncertainty (associated with various disruptions in transportation) necessitates additional modeling and analysis tools. Decision Making Under Deep Uncertainty (DMDU) approaches could serve as an additional tool for transportation agencies to gain insight of the impact of disruptive forces on transportation system and be proactive in safety and mobility planning. DMDU approaches use computer simulation and advanced modeling techniques to test a plan of strategies against thousands sometimes millions of plausible futures, and seeks near term strategies that perform reasonably well compared to the alternatives across a wide range of plausible scenarios (robust strategies). DMDU approaches have been applied in water resources management, climate changes, energy and other areas to facilitate deliberation with analysis
The contractor will provide onsite and virtual training of DMDU techniques to planning agencies as part of evaluating DMDU approaches for transportation planning as an additional decision support tool. The project aims to generate meaningful and influential illustrations of the implementation of DMDU concepts and tools at the agency level. Successfully applying DMDU approaches in transportation planning would enhance our state, regional and local partners’ ability to engage various stakeholders, facilitate transportation project deliveries, and make it possible for agencies to take advantage new mobility technologies in achieving the community’s vision through exploration and adaptation.
