Data Assessment Team (D A T): Modify D A T Support Contract for State-Level Reviews
Project Information
The main purpose of the Data Assessment Team (D A T) is to ensure that the data that State departments of transportation (DOTs) submit meet Federal Highway Administration (FHWA) business needs, represent conditions accurately, and are collected and reported correctly.
A Highway Performance Monitoring System (HPMS) D A T review will discuss the State DOTs’ processes used to generate HPMS data, and will ensure consistency with Federal requirements, provide best practices, and identify any needed improvements to formal HPMS guidance and technical support activities.
D A T reviews also include open discussions with State DOT program leaders to answer questions, provide guidance, and supply technical assistance regarding HPMS data. The HPMS focus areas include the following: geographic information system (GIS)/linear refencing system (LRS) Reviews; Sample Adequacy and Coverage Review; State Planning and Research Work Program; Traffic Data; Pavement Data; Quality Assurance; and Business Processes.
The D A T Goals are to ensure that State DOTs:
- Fully understand requirements.
- Conduct quality assurance/quality control (QA/QC) within and outside of HPMS.
- Document workflows and procedures.
- Provide understandable and up-to-date guidance.
- Receive full support from the division offices, FHWA Office of Highway Policy Information (HPPI), etc.
- Utilize best practices.
- Ensure that memorandums of understanding (MOUs) are in place and arbitrators are named as necessary.
