Project Abstract:

The purpose of this project is to create resources for future use in the Federal Highway Administration’s (FHWA) determination regarding whether granting a State Department of Transportation's request for a 49 CFR §24.7 regulatory waiver for calculation of a replacement housing payment due to negative equity in owner occupied residential properties is appropriate, and to update the 2019 Data Analysis final report for 508 compliance necessary for publication.

Project Outputs:

The result of this effort is to establish searchable spreadsheets by State and zip code with data that identifies and documents the results of real estate market recovery reported in the 2019 and 2021 Data Analyses final reports respectively. Also to update all graphic or graphic type items included in the 2019 Data Analysis final report to comply with 508 requirements.

Project Outcomes/Impact:

The temporary waiver for methodology for calculating a replacement housing payment for negative equity was sunset June 30, 2021. Any future use of such a waiver will require a State DOT to justify and request a waiver from FHWA on a per project basis.
