Updating the Guide on Incorporating Performance-Based Planning into Model Long-Range Transportation Plans, Phase 1
Project Information
The objective of this task order is to update the document, “Model Long-Range Transportation Plans: A Guide for Incorporating Performance-Based Planning.” The technical objectives are to:
- Develop, coordinate, and facilitate virtual meetings with subject matter experts (SMEs) from FHWA, Federal Transit Administration (FTA), State DOTs, Metropolitan Planning Organizations (MPOs), and national associations to help update the guidebook.
- Refresh the technical information, examples, and case studies in the guidebook.
- Share the results with internal and external stakeholders.

Phase 1 includes three technical memorandums that are internal to FHWA and FTA:
- Gap analysis of the current guidebook.
- Assessment of integration opportunities for performance-based plans, programs, and processes.
- Scan of noteworthy long-range statewide transportation plans (LRSTPs) and metropolitan transportation plans (MTPs).
Phase 1 will help inform and guide Phase 2 and the update of the guidebook, “Model Long-Range Transportation Plans: A Guide for Incorporating Performance-Based Planning.” Ultimately, the updated guidebook will help State DOTs and MPOs develop compliant and performance-based LRSTPs and MTPs.
