Technical Assistance on Conformity for the 1997 Ozone Standard
Project Information
In responses to the South Coast Air Quality Management District vs. Environmental Protection Agency U.S. Court of Appeals decision on applying conformity to the 1997 standard for ozone, Federal Highway Administration (FHWA) provided technical assistance for impacted states and metropolitan planning organizations (MPOs). FHWA identified needs and opportunities for state transportation agencies and MPOs and helped to resolve policy and technical questions. FHWA participated in a series of meetings and training sessions for New York, New Hampshire, Connecticut, Massachusetts, Rhode Island, and Maine. FHWA helped address concerns related to the applicability of different ozone standards, amendments to state transportation improvement plans (STIP), conformity analysis and emissions modeling, and travel demand modeling.
