Economic Evaluation of Highway Investment Needs for the 25th C&P Report

Project Abstract:

Review 2018 Highway Performance Monitoring System (HPMS) data, address missing/illogical fields, and supply Highway Economic Requirements System (HERS) parameters and settings for use in developing the Conditions and Performance report.  Work with 3rd parties to ensure new equations developed under separate contracts produce equations that meet the needs of HERS, and can be readily converted into Fortran and supplied for integration into HERS. Develop a framework for adding interchanges to HERS, and recalibrate existing HERS equations for projecting various pavement distresses.

Project Outcomes/Impact:

FHWA needs a planning-level highway needs analysis tool customized to work from HPMS data for production of the C&P report.  This project ensures that the HERS model, with identified enhancements, operates as intended to produce an updated picture of future highway investment opportunities for the C&P Report.
