Project Information
The overall task for this project is to develop and test resources on curbside management that will allow communities to make informed decisions on how to best manage their curb space. This project was built on past work by ITE Curbside Management Practitioners Guide that provides guidance on best practices curb space allocation. This work and guide was based on the foundation of multimodal transportation and public/private transportation services working together at the local jurisdiction level.

Curbside Inventory Report
The contractor shall develop a supplementary guidance report on curbside Inventory based on the findings and case studies in the Curbside Management Practitioners Guide. The report shall provide detailed description of approaches and methods for establishing existing curb use inventories, which will be used in the development of the tool. The report shall also cover the opportunities and key considerations provided by third party data caches. The report may include worksheets for use in on-site observations, guidance on when and how to apply various methods, and a framework for increased collaboration with data cache tools that may allow more direct data integration with the discussed development of the tool. The report shall include the findings of the three case studies developed for the practitioners guide. Video data collection/sensing technology to map and inventory curb uses, signage, striping, and so on should also be covered in the report, which will be 25 to 50 pages in length.
Curbside Management Tool
The contractor shall develop a MS Excel based tool that uses a set of generalizable rules for allocating curb space to a prioritized set of uses. The tool shall be tested via before-and-after analysis of example cases to check that the curb space allocations and rules match the findings of the examples. The contractor shall provide a memo summarizing the cases used, inputs selected and measures of effectiveness used in developing the tool.
The research will help local jurisdictions to assess the resources they have and the mobility options using them. In the near term, the products of this contract will give the jurisdictions tools and guidance to assess what resources they have and the options they should consider using. In the long term, this work can help the jurisdictions to develop strategies to address the identified conflict points and to pursue desired curb usage and policies.
This report provides current practices and emerging specifications in the area of curbside management to assist state and local agencies in planning and operating streets to optimize use of the curbside.
