Project Abstract:

This research is analyzing the impacts and costs of potential implementable national Mileage Based User Fees (MBUF) options on the institutions potentially charged with implementing these options, and all transportation system users.

This research project will analyze the potential distributional, financial, logistic, administrative structures and entities, travel behavior, and other impacts of potentially implementable MBUF options and fee structures at the national level to institutions (including Federal, State, and local governments) and users (including truckers, urban and rural households, privately-owned buses, and so on.)

Project Outcomes/Impact:

This project provides realistic options and associated administrative costs for a mileage-based fee approach to enhancing the sustainability of the Highway Trust Fund. While national-level MBUFs have been studied in the past, including by FHWA, these studies have not addressed administrative, logistical, and other considerations that affect implementation ease, cost, and user impacts.
