Project Abstract:

Provides oncall support from an economist to provide surge capacity analysis of Federal Highway Administration (FHWA) proposed rulemakings when the volume of regulatory analysis requests exceeds bandwidth to address them in a timely manner. Also, provides selected, limited exploratory economic research before investing in full economic studies or models.

Project Outcomes/Impact:

While the John A. Volpe National Transportation Systems Center (Volpe Center) provides support for the majority of FHWA regulatory impact analyses, at times they are unable to adjust their staffing resources fast enough to adequately address the needs of the Office of Chief Counsel and FHWA program offices. The surge capacity enabled by this project provides FHWA with the flexibility to juggle multiple rulemakings under tight deadlines. The project also frees up time for staff economists to support other departmental initiatives including benefit-cost analysis reviews and enables low-cost exploration of potential policy studies before investing in a full research program.
