Project Abstract:

The Federal Highway Administration (FHWA) noise regulation requires an investigation of traffic noise in areas adjacent to Federal-aid or FHWA approved type 1 projects. This required investigation includes field measurements and modeling of traffic noise levels. However, measurement instrumentation and procedures have varied from program to program, agency to agency and/or situation to situation. In addition, there are many components make up a noise analysis and its associated noise reports. A reviewer can have a difficulty in reviewing individual components for compliance and accuracy. This difficulty is compounded with each additional component.

The objective of this project was to develop the following documents in an effort to facilitate an accelerated process of measuring highway traffic noise and reviewing highway traffic noise reports and traffic noise management (TNM) modeling reports:

  • Noise measurement handbook
  • Noise measurement field guide
  • Techniques for reviewing noise analysis and associated noise reports
  • Techniques for reviewing TNM model runs and associated modeling reports

Project Outputs:

Documentation with checklists and background to be used in the review of project-specific documentation and conduct of project-specific field noise measurements.

Project Outcomes/Impact:

Improved workflows for project reviewers at the State DOT and FHWA Division levels, and improvements to State DOT noise policy and guidance regarding the conduct of field noise measurements. Provision of work aids to contractors and consultants who conduct the field noise measurements and write noise documentation for projects via step-by-step guide and checklists.
