This week, the U.S. Department of Transportation will publish a Notice of Proposed Rulemaking (NPRM) in the Federal Register to develop safety performance measures for the first time in the history of the federal-aid highway program. The measures are targeted at significantly reducing traffic fatalities and serious injuries on all public roads. Specifically, the rule proposes that states and metropolitan planning organizations (MPOs) set and report specific annual targets to lower fatality and serious injury numbers for the Highway Safety Improvement Program (HSIP).
