"Ted" Holmes (Director of Planning), Lawrence Jones (Deputy Administrator), Rex Whitton (Administrator), George M. Bridwell, a former journalist specializing in transportation, would become the Deputy Under Secretary of Commerce for Transportation (Operations) on July 2, 1964, and replace Whitton as Administrator on March 23, 1967.
